Can true sovereignty really exist? Not really, as almost everyone has to live under the authority and control of someone else, usually a government. 16th century French theorist Jean Bodin believed that sovereignty must reside in a single individual. Both he and English philosopher Thomas Hobbes conceived the sovereign as being above the law. Few of us would qualify and sovereignty today applies only to countries or territories.
